I hired Jay To, the principal of To Legal for the Contributory Parent Visa (143) in July 2016.

Jay was very upfront and transparent that the Contributory Parent Visa can take between 6 to 7 years to process. Due to Covid-19, unfortunately, many immigration law practices and migration agency went out of the business in the last 3 years; I mean who needs immigration services when Australia Borders are closed? Jay remained opened and I am very happy we chose Jay as our Australian Migration Lawyer.

Today, on the 7 year anniversary of hiring Jay, my Mum’s and my Dad’s Contributory Parent Visa was granted!

Jay is a man of his words and his professional fees are fixed. Jay has not deviated from what was agreed 7 years ago with respect to his professional costs.

I definitely would recommend To Legal to anyone, 5 stars!

We used To Legal for our AAT appeal for a Partner Visa (offshore) in January 2019.

Due to the Coronavirus Pandemic, we had to wait 4 years for the AAT appeal.

During very challenging times living apart from my wife, Jay was extremely professional, compassionate and understanding to our circumstances.
After a long 4 year wait we had ourhearing in April 2023 and Jay To appeared on our behalf.

Jay was successful in the AAT appeal, which was remitted back to the Government for reconsideration.

Last week the Australian Government granted my wife’s Partner Visa (temporary) and Partner Visa (permanent) together.

We are forever grateful to Jay and To Legal.

We would 100% recommend To Legal

Ken is a New Zealander and was wanting to have his Permanent Residency reinstated. So we went in the hunt for an Immigration Lawyer and came across To Legal.
Jay the Lawyer was straight up front with us and gave us all the costs associated with our application and was happy enough to give us time to discuss it over and we decided to go ahead with him.
Once things were in motion he was constantly in contact with us to make sure he kept us in the loop as to where our progress was.
We have not been disappointed and On 8th December 2020 Kens Permanent Residency was granted!
What a Christmas present. Ken was elated and over the moon.
We cannot recommend Jay from To Legal enough.
This application was not an easy one for Jay to accomplish but he did it. Well Done Jay.

We highly recommend anyone who is looking for an Immigration lawyer/agent to see Jay.

We found him to be honest, quick and responsive to all our emails and calls. Throughout the process Jay kept us updated on each step and process that was happening, my wife (Suzie) and I felt at ease during this whole time. And felt we got much more in the quality of service which we paid for. He was always 2 steps ahead.

We first contacted Jay in June 2018 for the Partner Visa,
Suzie was pregnant but had a great job in Malaysia so the issue was whether to apply for the Partner Visa (Temporary) from Malaysia or Australia.

We decided to have our baby first but wanted our baby to be born in Australia. Most people would go for the Visitor Visa but Jay said that’s technically wrong and it should be the Medical Treatment Visa. Due to the financial burden of travels from Malaysia to Melbourne and hospital bills, Jay gave us a discount and only charged a nominal fee for the Medical Treatment Visa. The Medical Treatment Visa was granted in November 2018 and our beautiful baby was born in Australia in January 2019.

For the Partner Visa, Jay explained the benefits of applying for the Partner Visa while in Australia, namely Medicare, work rights and that Suzie could stay in Australia for the entire processing of the visa. However, Suzie had a great job in Malaysia, so we really wanted to apply for the Partner Visa while in Malaysia. Jay was very understanding and said from an immigration point of view, it is better to lodge while in Australia but you both need to decide on what is best for you and leave the rest to me. We lodged the Partner Visa while in Malaysia and it was granted in September 2019.

We highly recommend Jay as while Jay recommended we lodge the Partner Visa while in Australia, he was adaptable, flexible and understood the importance of Suzie’s important job in Malaysia and we lodged the Partner Visa while in Malaysia. Furthermore, we only met Jay a few times face to face while in Australia but most of the communications were by email and by international phone calls as we were in Malaysia. We intend to use Jay’s services for the Partner Visa (permanent) and happily recommend Jay to anyone.

I have known Jay for 6 years and used Jay’s immigration services multiple times to sponsor my wife and step-daughter to Australia
I am an Australian Citizen by birth and my wife is of Thai background
I retained Jay for the Prospective Marriage Visa, granted in May 2015, Partner Visa (temporary) granted in February 2016 and Partner Visa (permanent) granted in July 2019.
As Jay is a lawyer and a migration agent, I also ask Jay if he wanted to do my Conveyancing. Jay was grateful but decline as while Jay is able to work in all areas of law (being a lawyer), Jay prefers to only work in immigration law.
The fact that I have retained Jay’s immigration service for all 3 stages of the Partner Migration and I wanted Jay to do my Conveyancing shows how much confidence I have in Jay and I am happy to recommend Jay for immigration services

Partner visa forms can be quite confusing, so my partner and I decided to hire a lawyer to do it for us. We found Jay online and made an appointment with him back in 2015 to aid us. We haven't been together for that long so Jay laid out all the options for us for the next step. Jay was very prompt and professional all the way through with no hidden costs. It took us a few months to get all the information together before we applied, but my bridging visa was granted straight away.
Visas are expensive and its worth to hire a lawyer if you want to get it right the first time. My visa took 4 years to be granted the permanent residency status and we couldn't have done it without Jay.
We would hire him again.

My partner and I hired Jay in May 2019 for our Partner Visa (temporary) which was lodged in September 2019. Jay actually lodged the visa for us whilst he was on holiday in Spain and we were so grateful that he took time out of his holiday to complete the application for us with no issues.

Our visa was approved in November 2020 which was excellent news for us and we are so happy with all the work and help Jay has offered us that brought us to this fantastic outcome. I do tend to stress sometimes however Jay was always reassuring and always told me there was nothing to stress about as he was very comfortable with our file.

I was referred to Jay by my best friend who Jay also helped with immigration work. Jay was always super professional and never discussed either of our files to each other.

We definitely couldn’t have gone through the whole process without Jay and intend to use his services for our Partner visa (permanent) in future.

We would definitely recommend Jay!

I met Jay in January, 2020 and hired Jay for a Visitor Visa for my girlfriend who is from Indonesia.

The Visitor Visa was granted in March, 2020 but unfortunately due to Covid-19 and the Australian Entry Ban, Julia could not come to Australia.

When the Australian Entry Ban is lifted I look forward to working with Jay again to get a Visitor Visa, and in the future, for a Partner Visa.

I strongly recommend Jay for his knowledge and friendliness.

- I was referred to Jay in October 2011 through a friend so have known Jay for about 9 years.

- I am Australian Citizen by birth and married my wife who was from Hong Kong.

- I live in another state but flew in for a personal matter and then met Jay for that trip.

- Besides the initial face to face meeting, all our communications have been by phone or email as I live in another state.

- I retained Jay for the Partner Visa (temporary) which was granted in April 2013 and then the Partner Visa (permanent) which was granted August 2014 and subsequently for my wife’s Australian Citizenship which was granted in January 2017.

- I have only met Jay once but have used Jay’s services many times and have found Jay’s personality great.

- Due to the fact my wife is now an Australian Citizen, I no longer require his immigration services. However, we do keep in contact with a few messages here and there about the footy, fantasy football or just about Jay’s son’s soccer.

Jay helped my partner and I go through the process of moving from a bridging visa to permanent residency. We recommended him to a friend of ours, and now she too has residency. Jay was always helpful and made the very daunting process much smoother than it would have been otherwise. Have recommended in the past and would still recommend.

We hired Jay to assist us with applying for our 461 Visa in 2015, me being a South African and my husband being a New Zealander, again we retained his services to apply for a Skilled 189 Visa in 2018 for our whole family, as we have used Jay twice for Immigration services we have always found Jay to be very professional, sometimes funny but very personable, he made what was a sometimes challenging and stressful process easier by being transparent and knowledgeable. Not many Lawyers will come to their clients home to help their clients - but Jay did so on numerous ocassions due to us having two young children and working odd hours. He went over and above to assist with the arrangement to correct our daughters Birth Certificate with Births, Deaths and Marriages due to an error Jay had found thankfully, we offered to pay an additional fee which was kindly declined by Jay! We have the utmost respect and trust for Jay as he has always been honest and upfront with us regarding cost and length of time the process would take, thankfully in May 2020 our Permanent Residency Visa came through successfully due to Jay's professional knowledge and hard work on hour behalf.
We would most certainly not hesitate to recommend Jay's Services. Thanks again mate!

I Hired Jay’s immigration services in July 2009. I am an Australian Citizen and married my wife who is from Thailand who lived in a regional area of Thailand

I retained Jay for the Spouse Visa (which was paper-based then) and my wife came to Australia in late 2009, subsequently I used Jay's services for my wife’s Australian Citizenship which was granted in June 2017
I have also retained Jay for the services for a Child Visa for my wife’s son (my step-son) in January 2019 and the Child Visa was granted in January 2020. Due to the coronavirus outbreak, you have faced all sorts of obstacles getting your step-son into Australia with issues of organising flights with the Australian Government, Thai Airway, supervisory issues and Jay has helped. I have even offered to Jay to pay money for the extra work but Jay has refused to accept my money.
I have also recommended Jay to a friend who could be assisted with Jay’s services
Jay has a great personality and is professional at all times. He provides fixed pricing and a few times it’s been outside the scope of work, he doesn’t charge extra.
In all my dealings with Jay I have been constantly surprised with his expertise in the immigration area and his ability to deal with both countries agencies.

I have used Jay a number of times, and each time Jay has been very upfront about everything. Wether there was risk involved or how difficult a situation would be.
Jay would lay out all the expectation and never give any false promises.
Most recently I used Jay’s immigration services in July 2017 for a Partner Visa (temporary) to sponsor my partner
We lived in the northern suburbs and because I had used Jay’s services before, I trusted Jay so we didn’t need to go to his business office just for the sake of it
I worked full-time during business hours so to help me out, Jay would have meetings on a Saturday 12pm in a Kew café
The reason is Jay’s son did soccer training in Kew every Saturday so my partner and I used to have meetings in a Kew café with Jay while his son was doing soccer
The Partner Visa (temporary) was granted in November 2018
We retained Jay for the second stage and the Partner Visa (permanent) was granted in June 2020
More importantly for the Partner Visa (permanent), Jay attended our house on a Sunday to help us because we just had our baby
While Jay’s immigration and legal knowledge is a given, Jay is also practical, flexible and logical.
Recognising that I worked full-time during business hours and to have meetings at a Kew café (while his son was at soccer training) is providing ‘practical solutions’
As I have used Jay’s immigration’s services a number of time and have also referred Jay, I have no hesitation to recommend Jay for any immigration services

My husband and I first met Jay in October 2018 as I wanted to invite my cousin, Berliza from the Philippines to Australia for a holiday under the Visitor Visa.

Jay looked at my cousin's circumstances and said there was a strong chance that the Visitor Visa could be refused due to something called the Genuine Visitor Visa Test. Jay outlined the reason why it could be refused and I could not believe Jay was so open and honest about his advice and the risk of a refusal. Unfortunately, Jay was correct and the Visitor Visa refused in early 2019.

Jay explained the reasons why the refusal and said the reasons for the refusal while not great, wasn't actually not bad. It was simply the Australian Government didn't believe Berliza would return to the Philippines after the Visa expiry. Jay advised we should have another try and to my surprise the Visitor Visa was granted in May 2019.

What we like about Jay is he doesn't give false hopes just to get a file or make money. Jay explained the risk verbally and then confirmed it in writing why there was a risk the Visitor Visa could be refused. Thankfully, the Visitor Visa was granted and my cousin came to Australia for a holiday and we had a great time together.

My husband and I highly recommend Jay for any immigration services.

My brother and I first met Jay in May 2018 and from the start were impressed by his grasp of our situation and ability to suggest the best way forward for us.
The situation: my brother had lived in Peru for over a decade but the family decided to relocate to Australia due to my brother’s medical emergency (a stroke). My brother is an Australian Citizen by birth and his partner from Peru had children together.
I attended all meetings and was heavily involved with the matter as the stroke impaired my brother’s speech and physical movement. At no stage did Jay ever treat my brother differently and was in fact quite compassionate, accommodating and understanding.
Owing to the long-term nature of the couple’s relationship, Jay was able to organise that both the Partner Visa (temporary) and Partner Visa (permanently) be granted at the same time in December 2018.
The children are Australian by Descent so we didn’t need Jay’s immigration services.
I have confidence in recommending Jay; not only due to his professional immigration services but his compassion, great nature and flexibility.

Spoke to Jay To the owner of this company original about 5 years ago and was initially impressed, we paid the initial $500 deposit but ended up not proceeding with our application due to more pressing family issues at that time.

I Called again and was spoken over repeatedly by a seemingly irritated owner. I was accused of 'something was off and not right' because we didn't complete the full application previously, at no time did he ask why the delay.

I asked a valid and inoffensive question about timelines as the government website have much longer timelines than Jay was quoting, this was taken as an affront, I was then told that we 'were having a personality clash' Completely dumbfounded at the time.clearly this agent is more interested in taking initial $500 deposits rather than deal with real clients in a professional and courteous manner.

MY ADVISE IS TO AVOID THIS AGENT! (something is off)
